Special Movements Must Fall Under Exceptions to FTA Charter Service Guidelines

The CCRTA is happy to work within its community to solve the transportation needs of the people. The CCRTA must comply with all federal and local regulations. Some of the regulations pertain to charter movements and the CCRTA must follow the Federal Transit Administration (FTA)’s guidelines.

On this page, you will find information to see if your request is one that falls into the charter guidelines or is an exemption, as well as how to submit a Request for Service.

Subpart B—Exceptions

The Following Exceptions in the FTA Regulations May Permit the RTA To Provide Service

  • 604.6 Government officials on official government business – Letter required on company letterhead from a government official.  (1 government official must ride the service)
  • 604.7 Qualified Human Service Organization (QHSO)
  • 604.8 Leasing FTA funded equipment and drivers
  • 604.9 When no registered charter provider responds to notice from a recipient

According to 604.2, the requirements of this part shall not apply to a recipient (RTA), if...

  • Transporting its employees, other transit system employees, transit management officials, transit contractors and bidders, government officials and their contractors and official guests to or from transit facilities or projects within it geographic service area or proposed geographic service area for the purpose of conducting oversight functions such as inspection, evaluations or review
  • Transporting its employees, other transit system employees, transit management officials, transit contractors and bidders, government officials and their contractors and official guests for emergency preparedness planning and operations
  • In a non-urbanized area transporting its employees, other transit system employees, transit management officials and transit contractors and bidders to or from transit training outside its geographic service area.

NOTE: These services are performed because there is an existing route in the area(s). The route cannot deviate more than ¾ of a mile off route and the service is OPEN to the public.

If your Special Movement Request is Not an Exception to FTA Regulations

Use the US DOT Site To Inquire with Private Charter Service Providers

Note that there is no actual portal for this. When an inquiry is made, an email is sent to the local companies that are registered with the FTA to provide these services.

These companies then have 14 days to respond. If any of the shuttle companies cannot pick up the shuttle request (because the date and/or times are not available) then RTA can pick up the shuttle at an hourly rate of $123.02 per hour, per bus only if RTA is able.
